Step 1: Mix Dry Ingredients

Begin by gathering a large mixing bowl. Add rice flour, cornstarch, salt, and cream of tartar. Use a whisk or spoon to combine the dry ingredients thoroughly, ensuring there are no clumps.

Instructions
